A 55-year-old National Assemblyman of the Millennium Democratic Party (MDP) insulted a 67-year-old senior lawmaker of the party in a *vicious volley of foul language on the floor, in the presence of fellow MDP members and journalists.

Twice-elected Rep. Song Young-jin, a deputy floor leader of the MDP, used almost every possible curse against fifth-term Rep. Chough Soon-hyeong, regarding the election of the new speaker of parliament for the coming two years.

Song dared to use words that even vulgar people are not supposed toutter easily, such as ``son of a bitch¡¯¡¯ and ``@#$%.¡¯¡¯ He also shouted, ``I¡¯ll pull out your eyes in a flash.¡¯¡¯

Needless to say, Rep. Song is not qualified to represent the people. He should immediately and voluntarily resign, holding himself responsible and feeling ashamed of his mean behavior on the floor.

*Adding insult to injury is the *lukewarm attitude of the Assemblyand MDP leadership against such an utterly shameful incident. The Assembly should convene the Ethics Committee at once to expel such a low-quality lawmaker who worsens the already bad image of the parliament.

Of course, it was not the first time a lawmaker used *vulgar language on the floor. Song is a habitual offender who was referred to theEthics Committee in October 2000, and his most recent outburst was particularly offensive.

Song¡¯s thoughtless behavior was connected to the MDP¡¯s decision not to allow its members to freely compete in the speaker¡¯s electionunder a political deal with the Grand National Party, which has moreparliamentary seats than the MDP. Rep. Chough, the victim of the *verbal violence, was running for the top post of the Assembly, sayingthat the lawmakers should be able to vote according to their conscience, not their party policy.

New speaker Park Kwan-yong asserted the following day that he wouldreestablish the dignity of the National Assembly by ensuring the President himself delivers the statement on government policies, whichhas recently been read by the prime minister on behalf of the President, on the first day of the regular Assembly session in September
